In 1967, the Arab Ministers of Information and Culture adopted the principle of establishing a satellite communications network to integrate the cultural and social activities of the League of Arab States in coordination with the Arab States Broadcasting Union (ASBU). Nine years later, on 14th April 1976, the Arab Satellite Communications Organization (ARABSAT) was established by the member states of the Arab League with the broader goal of serving the needs of the telecommunication, information, cultural and educational sectors.
ARABSAT was entrusted with the design, implementation and operation of the Arab space sector to render public and private services in the field of telecommunications in accordance with international technical and economical standards. In its 13th Session - held on 14th May 1990 in Algiers - the ARABSAT General Assembly adopted supplementary modifications to the ARABSAT Charter where emphasis was placed on ARABSAT's marketing policy, reflecting the desire to run the organization on a commercial basis, taking into consideration the goals for which the organization had been established.
