The work of the DVB Project takes place in its Modules and Working Groups whose results are eventually submitted to the Steering Board for final approval.

Participation in DVB Working Groups is limited to individuals representing DVB Members.

• General Assembly - the highest body in the DVB Project, all DVB members are represented
• Steering Board - sets policy direction for the the Project and approves specifications for standardisation
• Commercial Module - where a set of Commercial Requirements is drawn up for each proposed DVB work item
• Technical Module - the "engine room" of the DVB Project, where the technical specifications are drawn up
• Intellectual Property Rights Module - oversees all aspects of DVB's crucial IPR policy as enshrined in the DVB MoU
• Promotions and Communications Module - responsible for the external relations of the DVB Project, as well as some aspects of internal communications
